RESIDENTS’ ASSOCIATION

 MINUTES OF A GENERAL MEETING HELD AT THE TOWN HALL BUILDINGS ON MONDAY 8^th  DECEMBER 2014 AT 7.15PM.

 

PRESENT

Tom King, chairman and councillor, forty members, and KCC Cllr Jeff Elenor.

The chairman welcomed all to the meeting.

 

APOLOGIES

Apologies had been received from Chris Smith.

 

CHAIRMAN’S REPORT

 

1)      Village Green (Town Green) Application Outcome.  Tom introduced Graham Rickett who spoke to the meeting about the application which commenced over three years ago. The application was successful however the land had been donated to King Ethelbert School by KCC in 2010, and an appeal against the finding had been made, and since rejected.  A further appeal for an oral hearing had been made against KCC, but the Judge had concluded that there was no case for review, and the seven days period  for appeal against this  had now elapsed.   Local residents have chosen the name “Linksfield Town Green”, and there are plans to apply for lottery fund money.  There are seventeen varieties of butterfly present, and the Holm Oaks are ideal for egg laying.  Kent Wildlife is to help manage the area, and a community page is to be set up to inform residents what may be found there.
2)      Thanet Local Plan.  Tom informed the meeting that this is being  put together and will be referred to for future decisions.  Birchington, Westgate, Garlinge, Manston, and Westwood are included, and strategic sites for 1,000 houses have been identified each side of Minster Road across from Birchington to Garlinge. This has been identified as much of the necessary infrastructure is thought to be already in place.  Consultation is to take place from 5^th January to 20^th February 2015, Tom would like to see a longer period as these are such major works, and public meetings should be held.  There will be road shows, drop in meetings, and information on the TDC website.  Both KCC Cllr Jeff Elenor and Graham Rickett said that present footpaths should continue to be used, and would become an issue.  There is concern about sufficient cover by Doctors and Dentists for the increasing number of people, and that residents need to be kept informed.  It was noted that the Thanet Plan had not featured in the local press.
3)      Parish Council.  At the recent TDC meeting the PC for Westgate was ratified, and it was agreed that the Charter Trustee System for Margate will continue.  Tom said he had been observing some local parish councils and these seem to have achieved very good results, which bodes well for Westgate.  The Parish Council will be elected in May 2015, and during the first year will formulate a list of services to provide.  James Brazier reminded the meeting that the precepts would be increased and the assets of the Charter Trustees will be split.  Tom thought the improvements would be well worth the extra precept.    

 

MINUTES OF LAST MEETING

The minutes of the last meeting, (10^th November 2014), which had been circulated, were adopted on a prop by Don Eacott sec by Dave Morris, and signed.

 

MATTERS ARISING

1)      34, Westgate Bay Avenue.  No applications for planning had been received for this site.  Part of the front wall was still  down.

2)      TDC Chief Executive.  Details of this post are at present subject to total confidentiality.

3)      St Mildred's Bay Slipway.  TDC Officers have agreed to place railings at the side of the slipway to improve safety.

4)      41, Royal Esplanade.  The planning application for this site has been withdrawn. 

 

COUNCILLORS’ REPORTS

KCC Cllr Jeff Elenor:

1)      Zebra Crossing.  In answer to questions Jeff said that the design and  costing for the crossing in Westgate Bay Avenue are being planned, the precise location has not as yet been decided, and such consultation does take time.  One member who thought that Westgate roads were becoming more dangerous thought there should be speed limits of 20mph and more crossings as in Birchington.  Jeff has given all his grant to the Westgate crossing which hopefully may have an island to help pedestrians.  Other members thought there should be enforcement of no parking next to the crossing and round the corners of the road junctions.    

2)      Station Road.  The new surface has been well received, but it was disappointing that it had already been dug up for works to the gas supply.

3)      Airport Capacity in the South East.  There had been hostility to a proposal of a third runway at Gatwick, and a minister is coming down shortly to look again  at Manston.

4)      Relocation of Margate Market.  This will now be in Cecil Square.

5)      Thanet Plan and Developments.  Alongside these, 106 agreements could be beneficial to the area and should be considered.

6)      Thanet Sewers.  These are due for servicing and repair.

7)      Local Children's Nurseries.  It had been brought to Tom's notice that a local children's nursery had had notice of funding to be discontinued.  Support was asked for and many members signed the petition at the meeting.  Westgate, especially with development possible, cannot afford to lose nurseries.

 PLANNING

1)      2/62, Cuthbert Road.  Application for permission to erect external staircase to rear first floor.

2)      Westbrook Road.   Application for HMO.  Refused. 

 TREASURER'S REPORT

Samantha Secomb presented the accounts, fully audited and in order.

The current bank balance stands at £6,543 and from this it will be possible to make a donation to the Westgate Community Association of £1,000, subject to the agreement of members.    Since this year the Charter trustees are not supplying a Christmas tree for Westgate, one has been purchased by the W&WRA for £300.   Business rates for the office space in the Town Hall Building of £196 have been paid.

Derek thanked those members who had sent in articles, and requested more for the  next edition.

 CIVIC REPORT

Westgate Heritage Centre (in St Saviour's Church).  Next meeting is Saturday 3^rd January at 10.30am when there will be a talk by Dr Dawn Crouch about the Tower House, Canterbury Road.

 

PRESS REPORT

Richard told the meeting that last month's report had been published in two halves on consecutive weeks, so he will condense the next report.

 SOCIAL

1)      Quiz Night.  November's quiz was good and the next one is in February.

2)      Christmas Party.  This Wednesday.

3)      New Year Lunch.  Sunday 11^th January at St Augustines.  A few places still available.

4)      Trips/Outings.  Ideas and suggestions welcome for next year's programme,  there is a list in the Bake House.

 

ANY OTHER BUSINESS

1)      Councillors.  It was noted that, though invited, very few councillors attend W&WRA meetings, and members asked if attendance records for the year could be made available.

CHAIRMAN’S REPORT

 

1)      Review of Governance Arrangements.  There is to be an extraordinary meeting at TDC to consider the recommendations of the working party: That a Westgate-on-Sea Parish Council be created, and that the remainder of Margate should retain the Charter Trustees.  There had been letters, leaflets, meetings, consultations, press adverts, publicity teams, tweets twice a day, with copies of the information sent to libraries and community groups prior to the recommendation.  Public meetings had been held in Westgate and Margate and had been attended by 100 and 20 persons respectively.  There appeared to be a good deal of interest in forming a Westgate Parish Council, but little interest in one for Margate.  If the recommendations are ratified questions are likely to arise and Tom has been in touch with the democratic services manager, and the finance and legal officers.  

Questions were then invited from the floor: These included arrangements for a shadow PC as in other areas, a more accurate estimate for the cost of the precept (as in band D) which is £36, not £24, and the additional precept that will be required in the council tax as fewer households will be contributing towards the Margate Charter Trustees.  It was noted that these points had not been taken up by the local press.   The effect on the W&WRA was raised, Tom felt that the relationship between PCs and RAs should be constructive (although it has been known for them not to get along).  He expressed the opinion that for a member of the W&WRA to be also on the Parish Council could be a conflict of interest.  The meeting is to be held on 18^th November at 7.00pm at the TDC chambers and the public gallery is available for residents.

2)      St Mildred's Bay Slipway.  It had been pointed out that there were no railings on one side of the slipway and a dog had fallen and injured itself here, and this could possibly happen to a child.  Tom is to see Mike Humber of TDC.

3)      Westgate Bay Avenue/Dent-de-Lion Road.  Blocked drains had been reported after the rain, but the cause was due to leaves requiring removal and Tom has contacted TDC  for action.

4)      Elm Grove by St Saviour's School.  It had been reported that a nearby site had been cleared, but Tom confirmed that no planning applications had  been received.

5)      ASB Dispersal Notices.  Ethelbert Square and the Station areas had been much better, residents have asked that the benches be re-sited to reduce possible nuisance and this had been agreed.

6)      Footpath Lights, between Ursuline and King Ethelbert Schools.  None of the lights are working, and Tom reported that these are the responsibility of TDC (not KCC), although KCC are obtaining an estimate for TDC.   

 

  MINUTES OF LAST MEETING

The minutes of the last meeting, (13^th October 2014), which had been circulated, were adopted on a prop by Don Eacott sec by Tony Snow, and signed.

 

MATTERS ARISING

1)      34, Westgate Bay Avenue.  A substantial part of the wall had been knocked down, as yet Tom had been unable to contact planning enforcement, and is watching to see if there should be any planning applications.  There are trees on site and Tom has arranged to receive copies of all applications for tree work.

2)      St Mildred's Bay Car Park.  Tom had spoken to Mr Smith of TDC who said the car park was under used, one member asked if they were taking any money now as it appears that motorists are completely avoiding it.  The general feeling of the meeting was that residents would prefer to pay by using a meter as before, as there were complications with the new arrangements, not everyone has mobile phones or can get a signal in the venue, and many were concerned about the security of giving out card numbers over the phone. The charges are not displayed on the notices.

3)      W&WRA Accounts.  Tom confirmed that these have now been  audited and will be ready  this week and made available to members.

4)      TDC Chief Executive.  James Brazier asked if the chief executive was coming back as she was still on the payroll.  Tom said that this was not yet known. 

 

COUNCILLORS’ REPORTS

KCC Cllr Jeff Elenor:

1)      St Mildred's and Station Roads.  Members were very pleased with the resurfacing of these roads. 

2)      Hospice Fundraising Event.  This had been supported by Brenda Blethin and been very successful. 

3)      “Essential Furniture”.  Jeff told the meeting that this company takes and will collect good second hand furniture which is placed at reasonable prices according to need.  They are at present in Hersden but are planning to have a place in Margate.

4)      Westgate Bay Avenue Crossing.  Jeff has put much of his member's discretionary funding towards this, as some older residents have difficulty crossing this road and could become isolated.

 

CORRESPONDENCE

1)      Promenade Bins and Lifebuoys.  The extra (seasonal) bins had been removed, unfortunately the lifebuoys had been vandalised five times recently.

2)      Public Address System.  This had been purchased with the KCC grant.  It is transportable and may also be used with battery power.  It is for the community, and has been used by Westgate Community Centre.

3)      Police Community Messages (received by email).  Minor crimes in the area included vehicles being broken into and windows smashed, and hubcaps stolen.  Some households had received flyers bearing the wording “important notice” and an address “RSL Metro House” This is a scam and should be disregarded.   

 

PLANNING

1)      14 Wellesley Road.  Application for permission to erect part one storey and part two storey extension following demolition of existing extension.

2)      22, Carlton Road West.  Application for permission to erect a single storey front and side extension, and alteration to roof.

3)      20 Carlton Road East.  Retrospective application for permission for french doors and first floor balcony. 

4)      41 Royal Esplanade.  Application to demolish existing  house and build blocks of flats.  This application  has caused great concern and a petition is going round. If this was allowed it would set a precedent.  Ward councillor Mick Tomlinson is calling it in.  Tom thought the hearing may be in about two months time, on the third Wednesday during which the public may attend.

CIVIC REPORT

SOCIAL

1)      Quiz Night.  To be held on Wednesday 19^th November at the Bake House.

2)      Christmas Party.  All welcome.

3)      New Year Lunch.  Sunday 11^th January at St Augustines.  Booking forms and menus available from the Bake House, names and deposits required by 24^th November.

Also there is a talk on “Defence of Thanet in WW2” at the Community Centre on 20^th November at 7.30pm.

 

ANY OTHER BUSINESS

1)      Fly Tipping.  Tony Sykes reported that fly tipping has taken place in the Barnes car park, on informing TDC they had very promptly cleared this up. 

2)      CAAG Groups.  Chris Wyer reported that both Westgate and Margate had written to oppose the proposed development at 41 Royal Esplanade.

PRESENT

Tom King, chairman and councillor, twenty six members, KCC Cllr Jeff Elenor, and guest speakers from Minster Parish Council, Cllr Bob Grove and Parish Clerk Kyla Lamb.

 

The chairman welcomed all attending.

CHAIRMAN’S REPORT

Tom introduced the speakers who gave the meeting an outline of the workings of their Parish council.  Cllr Bob Grove is the chairman and described Minster PC as a body of hard working people who gave their services free of charge.  Some PCs work as a whole council and some (including Minster) have committees for various functions such as street cleaning, toilets, finance, planning, flood, and highways.  Decisions from these committees have to be ratified by a full Parish Council meeting. Each committee group consists  of members interested in the particular subject.  The Clerk is the line manager.

There are various assets of the PC such as ownership of the toilets for which an agency payment is received from the TDC, the cemetery, and the recreation ground from which there is an income from sports clubs' payments.

Eight staff (some part time) are employed for maintenance cleaning and dog bins.

 

Questions were then invited.

Funding.   The source of funding comes from the precept which is levied with the rates bill, this is shown on the TDC website, also agency cash which is reducing and a small amount from KCC Highways.

Council Meeting Frequency.  Once a month.

Population of Minster.   3569.

Precept.  The total is approximately £50,000, this could result in around £40 in a band D tax bill.  There is a council tax support grant which is £8,000 at present but may not continue.

Planning Committee Powers.  The PC Planning Committee deals with small applications and its views are noted by TDC with applications called in if necessary.

Terms of Service.  Councillors are elected for four years, in the case of vacancies arising in between may be co-opted after interviewing candidates which  saves the considerable costs of elections.

Fors and Againsts.  There is more control of your own area, and policies are not sent from an office block, the Parish Councillors look after their own community.

Tom said today's question is would Westgate be better with a Parish Council?  He then thanked the guest speakers for their presentation. Tom also said that there would be a press report from tonight's meeting and a larger meeting could be called if the interest is there.

 

Tom then continued with the chairman's report:

1)      Village Green.  Although this status had been granted by the KCC, King Ethelbert School were going to appeal.   Graham Rickett is forming a village green committee and offers of help in this respect should be made to Graham on 07870563918.

2)      Manston Airport.  There was overwhelming support for Manston, and there is  to be an emergency TDC cabinet meeting on Tuesday to look into legal aspects for a CPO, a “back to back” agreement with an investor would require setting up.

3)      Silting up of the  pool in the bay.  No reply received to date.

4)      West Bay, request for shower.  Negative reply various reasons given.

5)      Refuse/Recycling Collections.  There had been problems with some flats, even when a caretaker had done his best to help.

1)      Dog Bins.  Tom had requested more, one had already been placed and hopefully there will be other new ones.

2)      Village Green.  Funding re the school's appeal case would be met by the KCC.

 

COUNCILLORS’ REPORTS

 

KCC Cllr Jeff Elenor:  Questions were invited.

1)      Roads.  It was pointed out that in spite of a weed spraying team having been observed in the area, the weeds in some roads especially Bridge Road were considerable.  Also observed were potholes in Station Road, and Westgate Bay Avenue.  Jeff told the meeting that Station Road was scheduled for complete resurfacing in the Autumn, and the markings round other potholes indicates they have been reported.

2)      Westgate Bay Avenue Crossing.  Members pointed out that this road was still without a crossing whilst there were several in Birchington.  Jeff said that members' grants are not sufficient to cover all the items asked for.

3)      Westbrook Avenue/Rancorn Road.  Once again the wall of this property had been knocked down.  Tom hoped that KCC Highways and the joint transport committee may  be able to come up with improved warning road markings.

4)      New Trees.   Chris Wyer reported that some of the new trees required maintenance and watering.

CORRESPONDENCE

1)      Waste and Street Cleaning.  Harold Avenue and Westbury Road are to have double yellow lines at the corners so that the necessary vehicles can have access.

2)      Railway Footbridge Refurbishment.   This is mostly complete but on 26^th September trains will be suspended so that the painting can be finished.

3)      Waste and Recycling.  There will be new dog bins in Victoria Avenue and Minster Road, but the posters re dog fouling are still awaited.

4)      Beach Management Plan.   Tony Sykes had been in contact with Acorn Tourism Consulting Ltd which has been working for KCC and Canterbury Council and produced the plan.  Accommodation (hotels and guest houses) have been considered as people do not stay in Thanet due to lack of variety of accommodation.  One idea is for overnight beach huts, with availability the advantages of the Turner Centre etc Thanet should be made the place to stay. Issues of litter and dog fouling and vandalism need to be dealt with so that the plan can move forward.  Suggested spots for the huts were on the promenade by the Sea Bathing Hospital sight, near the Nayland Rock, and the Barnes car park as a motorhome stop.  Green tourism ie guided walks and seashore safaries could take place both summer and winter.  Local history and the work of Thanet Coast project should also be incorporated in the plan, and also important are the views of local residents.

5)      Marc Lawrence Memorial.  Tom reported this  is now in place and is in keeping with the rest of the memorial.  A letter has been received for the W&WRA from Mr and Mrs Lawrence expressing their gratitude for this fitting memorial in Westgate where Marc had grown up which does bring them some comfort.  There will be a service of dedication, date to be announced. 

 

PLANNING

1)      22, Carlton Road West.  Application for permission to erect single storey front and side extension and dormer roof.

2)      12, Domneva Road.  Application for erection of first floor rear extension.

3)      6, Ascot Gardens.  Application for erection of two storey side extension.

4)      West Bay Apartments.  Retrospective application for summer house.

5)      2/25 Westgate Bay Avenue.  Application for door and alteration to rear elevation.

 

EDITOR’S REPORT

Richard said he will send a report of the meeting which hopefully will appear on Friday week.

 SOCIAL

1)      Outings.  The outing to Wingham Wildlife Park has been postponed.

2)      East Northdown Park Nursery.  An outing to see this and tea is to be arranged.

3)      Quiz.  The next quiz will be on Friday 29^th August at the Bake House, participants to bring their own food.

ANY OTHER BUSINESS

1)      Trees near the library on Canterbury Road on the verge have grown considerably and require KCC attention.

2)      Westbrook Bay Promenade Beach Huts.  Eight original 1920s style beach huts were due for removal by TDC in September.  Tom agreed to make enquiries and see if there had been a report on them.

3)      Gully Sucking Work.  Chris Wyer queried the necessity of the stop and go signs and operatives during the operation

4)      Dual Carriageway-Plastic Flowers.  Comments were made about these and also the weeds underneath.

MINUTES OF A GENERAL MEETING HELD AT THE TOWN HALL BUILDING ON MONDAY 9^TH  JUNE 2014 AT 7.15PM.

 

 

PRESENT

Tom King, chairman and councillor, twenty seven members, KCC Cllr Jeff Elenor, and Cllr Simon Moores.

 

The chairman welcomed all attending.

 

APOLOGIES

Apologies had been received from Abigail Carden, Richard Charlton, Sam Secomb, Chris Smith, and John Vaughan.

 

CHAIRMAN’S REPORT

1)      Number 35 Bus Service.  This service will no longer be run by Carol Peters after 27^th July.  Tom has been in touch with KCC who say the service, which  is much needed by residents to travel to Westgate and the hospital, will go out to tender and continue from Monday 29th July.

2)      Village Green Westgate.  Following the work by Graham Rickett and the hearing at the Swan this green is now recommended for registration by KCC, and the land is protected by the Act.

3)      Waste and Recycling.  Complaints had been received concerning unemptied bins, there were roads that the collecting vehicles had been unable to drive down.  Waterside Drive and Harold Avenue were two of the roads mentioned. It is hoped that management and operatives can work out a solution.

4)      Parish Councils.  Tom said he had approached Cllr Bob Grove, also of Minster Parish Council who is willing to come to the next meeting with the Parish Clerk and bring  information and take questions about Parish Councils.

5)      Welfare Benefits.  Many of these go unclaimed, and Tom will be arranging a speaker to give members information.

6)      Coastal Management Plan.  Members wishes and suggestions for increasing tourism will be welcomed by Alison Burgh.

7)      Marc Lawrence Memorial.  The final invoice has been received and on payment of this the work should be completed in June.  The total cost is £553.

8)      Home Library Service.  This is for those residents unable to go to the library, details will be on the Bake House notice board.

  

Questions and Comments:

a)  Number 35 Bus service.  Tom confirmed that a subsidy may be necessary.

b)  Parish Councils.  James Brazier said the date had now passed for returning the questionnaires on governance to the TDC, but Tom felt we should continue to try and make local residents more aware of the issues.  Cllr Simon Moores said that it will be important to know the mandate of as many residents as possible.  After Cllr Bob Groves has addressed the W&WRA meeting Tom said the next step will be to have larger meetings.  Cllr Simon Moores warned of caution as many parish councils had been disfunctional with little achieved.  It was generally felt good to gain knowledge of both the fors and againsts.  Margate town council and Westgate parish council would be separate issues.c)Home Library Service. Tom confirmed that this would rely on volunteers.

d)  Coastal Management Plan. Suggestions were for more bins and better maintenance of the grassy areas.  Tony Sykes pointed out that the Thanet Coast Project had lost one worker due to the cut backs but was continuing with volunteers.  The  toilets in West Bay are in poor condition, and the paddling pools filled up with sand.

COUNCILLORS’ REPORTS

Cllr Simon Moores:

1)      Westgate is a deprived ward and there are many problems that the councillors have to deal with.

2)      Neighbourhood Engagement Meeting.  Information was that antisocial behaviour is down, there had been problems with beach huts, there were campers under the  cliffs, but these were homeless and had nowhere to go.

3)      Dog Mess.  More bins are needed, and there are  too many unruly dogs which have led to attacks.

4)      Refuse Problems.  Some disciplinary action had been threatened

KCC Cllr Jeff Elenor:

1)      Station Road.  KCC had now completed the work in Station Road.  There were still one or two pot holes to be repaired.

2)      Puddle outside Aldi.  The drain required a complete repair which is shortly to be done.

3)      Manston Airport.  This did not look good.  An information request had been made to Paul Carter to find out what he and Ann Gloag had arranged.  Tom King said that TDC would need to do an assessment of viability before a compulsory purchase order was made and the airport run by a partner.

4)      Flower Tubs.  Cllr Elenor was thanked for the flower tubs, and Stephanie confirmed that this year's money for plants and flowers had been received from TDC and Jackie from the nursery would be filling the tubs.

5)      Roads.  Cllr Jeff Elenor is still looking at the possibility of a zebra crossing for Westgate  Bay Avenue.  Tom said that a review of drop kerbs for those with battery car transport would help the disabled.

CORRESPONDENCE

1)      Walk and Talk Evening.  Westgate Heritage Centre have arranged a talk on the one hundred years of local aviation history, starting from St Mildred's Bay and finishing at the West Bay Cafe for a meal, cost £10.

2)      KCC Safe and Sensible Street Lighting.  Notification of the trials for this has been received.

 

PLANNING

1)      74-76 St Mildred's Road.  Application for installation of double glazed timber windows on first and second floors.

2)      Land Adjacent to 149, Sea road.  Application for detached two storey dwelling and parking.

3)      1A Ethelbert Square.  Alterations to front elevation, to put window in garage door and make habitable.

4)      15, Sea Road.  Application for change of use from hotel to house of multiple occupation (by the John Townsend Trust).

 

EDITOR’S REPORT

Derek requested articles and copy for the next issue by the 25^th June.

 

SOCIAL

1)      Outings.  Three are planned:  Elham Valley 18^th June (full), Folkestone 2^nd July, and Wingham 15^th July.

 

ANY OTHER BUSINESS

1)      Gardening Club Meeting.  Re the village green, speakers Graham Rickett and Neville Hudson, 23^rd June.

2)      Westbrook Road Waste Collection.  The plastic bags had been put out ready for the lorry but in the twenty minutes sea gulls had made a severe mess.

3)      Turret Court (April House).  Some areas had now been given flat roofing, but this had been within the permitted planning.

4)      Dual Carriageway-Plastic Flowers.  Comments were made about these and also the weeds underneath.

 

NEXT MEETING

 Monday 14^th July at the Conference Room in the Town Hall Buildings, in order to accommodate all who wished to hear about parish councils.
