RESIDENTS’ ASSOCIATION

 

MINUTES OF A SHORT GENERAL MEETING HELD AT WESTBROOK BOWLS CLUB FOLLOWING THE AGM ON 8th MAY 2017 AT 7.50 P.M.

 

In the absence of Mick Tomlinson, it was agreed for Alan Harris to take the chair.

 

MINUTES OF THE LAST GENERAL MEETING (10th April 2017)

These were circulated, and adopted on a prop. by Ray Taylor sec. Mavis Vaughan.

 

MATTERS ARISING

1)      Radio Mast.  Chris Wyer pointed out that the mast referred to in the minutes is in fact on the tower of the old catholic church.  It was agreed to check with a councillor if a planning application had been submitted.

 

COUNCILLORS/PCSO/WARDEN REPORTS

KCC Warden Laura Bungard: (Report for April sent in and read by the minute secretary).  Issues involved:

1)      Neighbourhood disputes with Gordon Hunt (TDC).

2)      Untaxed vehicles/DVLA.

3)      Cars parked by disability crossing in Station Road.

4)      Insanitary disposal of rubbish/rubbish clearance/fly tips.

5)      Highways potholes, lines to be refurbished.

6)      Vulnerable elderly visits and scam visits.

7)      Assisting police with issues.

8)      Attended clubs and advice and referrals given/made when required.

 

POLICE MESSAGES (by email)

Cars in Westgate have been broken into, do not leave valuables in the car or in sight. Also beware of cold callers.

 

PLANNING

1)      Cinema.  Application to extend hours until 3.00am.  Concern was expressed that there would be a similar request to extend the alcohol licence.

2)      Harbour City Chinese takeaway.  Application for flats and another level at the top.

 

TREASURER'S REPORT

Sam told the meeting that it was prudent to keep over £5,000 in the reserves, and at present this is nearer £6,000 as the subscriptions are coming in.  The banks now have very tight security which makes it a laborious process to change the signature mandate.

 

 

CIVIC REPORT

Civic Society.  Thursday 11th May  at the Walpole Bay Hotel the Town Pride Awards will be presented.

Westgate Heritage Centre.  The next monthly meeting is on Saturday 3rd June at 10.30am in St Saviour's Church when there will be an illustrated talk by Sally Whitworth “A walk further along Sea Road” to include houses of special interest.

Friends of St Saviours.  Quiz to be held on Saturday 13th April at 3.00pm.

 

SOCIAL REPORT

The next committee meeting was asked to consider how the supporters and workers of the Bake House can benefit from the profits made by the social events.

 

ANY OTHER BUSINESS

1)      Founder Member.  Don Eacott reported that Mrs Ames one of the few founder members still around has had to go into a care home, and thought that the W&WRA should send her some flowers.  This was agreed.  

2)      Hundreds Farm.  Chris Wyer reported that the land had today been cleared by a machine and a team of workers.  It was not known if there had been planning applications for the site.

3)      Ingram Memorial.  Chris Wyer reported that this had been cleaned.

4)      New Fences.  Chris Wyer reported that several properties had erected fences over two meters high adjacent to pavements.

5)      Pedestrian Crossing.  Concern was expressed about the sight lines for this.

6)      State of Post Boxes.  Tony Snow pointed out that refurbishment of these had not as yet commenced as promised, and needed chasing up.

7)      Rowena Road.  Residents had complained about the derelict state of the garages in the road and it is alleged that rats had been observed here. It was suggested that environmental health department be called and councillors contacted.

8)      Scam letters.  Some had been received by members, and great care should be taken to avoid fraud.

9)      Parking Charges.  Norman Smith brought these to the attention of the meeting.  There is a petition already up in the Bake House.  Objections should be sent to Robin Chantrill-Smith at TDC.  It is thought that Westgate Town Council may be arranging a meeting to support objections, and that the W&WRA could work with them. Details of the best way to send objections are required.

Monday 12th June 2017  7.00pm for 7.15pm, at the Bake House.

MINUTES OF THE ANNUAL GENERAL MEETING HELD AT THE WESTBROOK BOWLS CLUB ON MONDAY 8TH MAY 2017 AT 7.15P.M.

PRESENT


Alan Harris, (acting chairman), President Norman Smith and thirty four members.

Alan welcomed all to the meeting.

 

APOLOGIES

Apologies had been received from Cllr Mick Tomlinson, and KCC Warden Laura Bungard.

 

MINUTES OF THE LAST AGM (16th May 2016)

These as circulated were adopted on a prop. by Don Eacott, sec. by Tony Snow, and signed.

 

MATTERS ARISING  None.

 

CHAIRMAN’S ADDRESS

The chairman's report was read out by the meeting's acting chairman:

Mick Tomlinson first had expressed his apologies for absence, due to  duties at the TDC Mayor making.

The last year has been very interesting as the Westgate-on-Sea Town Council has been becoming established.

The W&WRA had maintained the coffee mornings where many drop in for a chat and it was the chairman's sincere wish that these will continue in a more harmonious way.

A new editor for the magazine is urgently required.

As a Westbrook councillor Mick has had many conversations about members' concerns and will continue to serve and do his best for local residents.

The finances of the W&WRA are in a healthy  condition.

Finally he thanked all  those members who had worked so hard over the year for the W&WRA.

 

EDITOR’S REPORT

Muriel Atkins, who had stepped in as temporary editor and had now moved away near her family, was warmly  thanked for her hard work which had enabled the magazine to be published.  A new editor is now required.

 

SUNSHINE REPORT

Mavis Vaughan reported over the year that ten cards had been sent to members, and two more were about to be sent. 

 

MEMBERSHIP SECRETARY’S REPORT 

Christina Taylor thanked the road stewards for all their hard work and assistance.

 

SOCIAL SECRETARY'S REPORT

Muriel Atkins was thanked for her work in this office before moving away.  Pat Sawyer-Jones appealed for more helpers for the coffee mornings in the Bake House.

 

COUNCILLORS’ ADDRESS

There were no councillors' addresses due to the clash of dates with the Mayor Making event.

 

ELECTION OF OFFICERS AND COMMITTEE

The following nominees had been proposed and seconded, and were duly elected:--

 

Chairman                                         Mick Tomlinson and Derek Smith. A vote was taken and after counting both nominees had seventeen votes and there were two abstentions, the casting vote was made in favour of the year's office holder, namely Mick Tomlinson.

TREASURER'S REPORT

Sam Secomb told the meeting that Dennis Jarvis had kindly audited and signed off the accounts.  This had been a shorter period (ten months) as the financial year end was now 31st January in order for the accounts to be completed and audited for the AGM.  There were no questions and Sam was thanked for her work over the year.

 

ANY OTHER (AGM) BUSINESS

1)      Derek Smith was asked to think about whether he would be prepared to fill the office of vice-chairman.

2)      Pam and Laraine asked if the profits from the social events could be put towards a free Christmas party for the supporters and workers involved, and it was agreed that the committee would look into how this could be carried out.     

 

There being no other business, the acting chairman closed the AGM at 7.45p.m.
